Why my salinity decreases ... ?

    Why my salinity decreases ... with rate (from 1.025 to 1.023) per month .

    Thats not very much, but contra to popular belief salt can evaporate.

    Thats how you get salt formation on different peices of equipment etc. Or if you do 10% water change, you are taking a little bit more out than you are adding.

    Do you have an ATO?

    no top off ..... but my hob skimmer accumulate some salt on its outer parts

    This is not accurate.Salt does not evaporate. If you are seeing salt form on equipment it got there from splashes not evaporation.Even small air bubbles when they pop on the surface will splash a small ammount of sw spray and this is what you are seeing.;)

    Water evaporates leaving salt behind as residue :)

    Salt definitely does not evaporate, that is the whole principle of distillation. Now you could get salt to boil and turn to gas at ~2000 degrees F but we don't really need to worry about that in our tanks (unless the summertime metal halide people have seen otherwise).

    if it is droppong that much just increce the amount of water changes to keep it leveled out simple and cheep

    What device are you using to measure the SG?

    normal calibrated needle hydrometer

    I would get two and compare the value against each other, if you do not want a refractometer.

    Also ATO should help prevent swings, honestly 1.023-1.025 on a needle arm hydrometer is not surprising, nor alarming in my opinion.
