I am starting my first saltwater tank and it has been cycling for about a week now. It's a 26 gal bow front with 5 lbs of LR, 25 lbs of dead rock, and 30 lbs of live sand. A few of the dead rock pieces are showing signs of some algae growth already.

The weird thing is that there is also this white stuff on parts of the rock. It kind of looks like a bubble made out of cobwebs or mold you would see on like fruit. I only really see it on the dead rock though, not on the LR. It appears over the newly forming algae and also on random parts of the rock.

Any ideas of what it may be? Is it bad and should I try to remove it?

Bacteria most likely. You could take the rock out and scrub it off in some used tank water. Or syphon it out. Might be a sponge type too, not bad. Either way no harm getting rid of it.
LR will turn green in color as it matures, not always an algae issue. Suggestion, keep your lights off during cycling.
