Each LED is 3W, but wattage is misleading as the actual running wattage depends on the current that the LED is being run at. If you're using a 700mA constant current driver the LEDs will be run at closer to 2W than 3W.

It's very difficult to do conversions from LED to T5's to MH and I'm hesitant to comment because we're only talking about blue LEDs. However, if I had to choose I'd say 6-9 LEDs would be able to replace a 54W T5 bulb.

If you're mixing your colors then yes, that's enough for SPS as well. If you're just using blue as supplements then that would depend on what your other lighting source is.
