I picked up a used tank and the fellow gave me a ton of live rock that's been dried out in his garage. There was some spiders and webs on a few of the pieces and I was wondering where I go from here. Do I hose them off? Any help will be, well helpful.

I'd soak it in water and maybe hose it down to clean it off. Unless its really gross you probably don't need to do much.

Will soaking it in tap water prevent it from being able to seed later on?

It is a dry heat, yeah right !

No, but if you are going to soak it might as well soak it in some SW and get a head start on building/growing beneficial bacteria. Stick a power head in and your good to go.
