there is usually a break in period before the skimmer begins to function correctly - has to break down oils left over from the manufacturing process

What type of skimmer is it? Venturi? Airstone? Needlewheel? Some other kind? Is the pump functioning properly?

It will generally take a couple of days maybe a little longer before it starts working (break in period) to get all the oils out of it from the manufacturing process

You should still be gettin bubbles, can you possibly take a picture. Is the airline coming from the venturi outside of the water and open to let air in?
