Don't do a water change until your ammonia and your nitrites fall to 0.

Its been over 4 weeks and I'm curing dry live rock. Ammonia has been at about 0 for 2 weeks, but Nitrite level isn't dropping at all, is that normal?

What is the nitrite level? If the nitrite rises too high it becomes toxic and stalls the cycle. A wc may be needed to lower it.

I think you're going to want to let the cycle move naturally - if you do water changes, that can slow it down
