ok is it safe to say adding a more live rock in my tank would cause more diatoms to bloom

Diatoms are generally from sand. Although, that could cause more diatoms. I wouldn't worry about them too much. They will start going away. Did you use reef sand? The building sand is silica sand and that's what diatoms use.

Adding live rock shouldn't make much difference on diatoms. If you are going to add more rock, be sure it's fully cured or cycle it yourself in a bucket.

i mean i bought one nice size from petco the other day that was sitting in there water with other fish and rocks and i noticed that the diatoms bloomed more after a day when i put it in my tank. At first it looked like they where going away.

There is no telling what came in on their rock. Most marine rock is not silica based bit anything could be attached to it.
