Dissolved organic compounds. Typically, many of them would be picked up by running carbon and a skimmer.

is there anything that would remove my problem, like antibiotics or removing the sand out and cleaning it out?

I usually stay away from antibiotics, I do natural removal by siphoning it out on a a daily basis. I know it's a pain but that's how you can keep it under control. I set up my tank back in Mar 2010 and mar and April I had all the blooms ie. hair, dino, cyano, you name it I had it and all I did was every night I get off from work I siphoned it out. May it was all gone.

Antibiotics would kill your nitrifying bacteria, and send you straight into another cycle.

LFS has Red Slime remover, it will work fine. How are your WC's? Maybe need to step up on these. 3 weeks of 50% per week will only help if you have quality problems, and it won't hurt if you don't.

Use the red slime remover as a last resort. Some people have luck, some don't. I wouldn't risk it again because my skimmer was down for a month and so was the slime. Proper cleaning and reducing all nitrates and phosphates worked way better, and it's permanent.
