    If you don't mind, post your plans for your stand so we can help you with it. I would just ensure that the frame for the top is resting on the legs.

    For drilling a tank you want to make sure the drill has a clutch.

    If the drawing on the top is the top of the stand, I would move the legs under the corners of the frame. The reasoning behind this is so that you have a solid frame running along the bottom of the tank and that you evenly distribute the weight on the four legs.

    In short, it allows to choose the speed of the motor and allows the drill "slip" so that you don't burn the motor up. I think I have that right anyways.

    I plan on putting plywood over it and the way it's coming together the tank will set on the plywood and it's corners are almost completely on the 4x4 its not resting on the outer 2x4 at all...

    Should I reinforce the inside between the cross joints?

    It'd be easier to just turn the 2x4 and lay it across it though right? And just attach the cross joints below or not use them at all

    Yea, it would be easier and better for your tank to turn the 2x4's on their sides and lay them across the legs. I was going to do the same thing as you until somebody corrected me. You don't want the tank to primarily rest on the legs. You will be putting pressure points on the glass, which you don't want.

    If you are going to use the cross joints, make sure the tank will rest on those as well. Otherwise there really isn't a point in them IMO.
