    Do you have a dimmer or other Variable voltage device on it?

    I have heard of this happening, but only when the voltage to the controller is lowered.

    People who have had this problem have removed the voltage controller and it operated at normal strength.

    No, I am currently not using a voltage device or dimmer or the night sensor. Its almost like its stuck in night mode even tho I have never had the sensor plugged in.

    Have u tried putting the light sensor in? It is just a photo cell. Closes when not exposed to light.
