Okay so it sounds like even though the parasite falls off the fish it is not dead, it'll just live in the substrate. I changed out 15 gallons yesterday and vacuumed the sand, if I do more frequent water changes (say another one on Wednesday on my day off) and vacuum the sand real good would that be helpful to eliminating it. I realize it's not going to get rid of it completely but maybe just help it out?

No, disrupting the tank continually with unnecessary water changes will exasperate the problem by causing stress. The product I mentioned is natural and works with the fish to ward off disease. If any parasites are left (from your continual water changes) they reproduce, water changes and disrupting the substrate are ill-advised.
