    i want to plant mongov in refugium.
    which pump i need??
    which light i need?
    which substrate i need?
    i would to love if you help me

    Not much flow is needed.
    Light is a FAR larger issue. They aren't a plant that will thrive under a 20 watt CFL flood light, they usually do best under MH, LED, and T5HO that are quite powerful.
    For substrate, finer sand/mud with large amounts of nutrients will work.

    i can use substrate normal?

    Gross coral gravel or not use in anything?

    It is a dry heat, yeah right !
    Metal halide and aragonite sand has worked well for me in the past. You might want to go with a finer grain. Mangroves really do best under MH, they grow faster with dense growth.
