Opposite would be best, as it helps stabilize the PH.

Either opposite or 24. Opposite helps keep the PH levels up during the night.

    Edit: Doh, too slow

I think you should tell us what kind of algaes are in the refugium before we try to help decide the lighting cycle.

I would run your fuge lights on an opposite photo period as the main lights. So, at night the fuge lights are on. Nice looking setup though. I would get rid of the damsels if you want to keep a peacfull reef community. Most people use them to cycle their tanks then get rid of them because they are so aggressive.
About the algae. Normally caused by an excess in nutrients. Are you overfeeding? Are you using RO/DI water or tap water? That could make a big difference.

    And welcome to 3reef.;D

Is there any macro algae in the fuge? Placing macro algae like cheato, chelurpa, or mangroves will absorbs the nitrates and phosphates in your water, starving out the unwanted algae out of your tank.

I use RO Water, And I don't believe Im over feeding, I crush up a couple flakes every couple of days seeing as how im always seeing the fish eat the algae on the glass...

looking good. I would also run the fudge lights opposite your DT.
like stated above getting some cheato or other macro algae in your fudge will help in nutrient export mainly PO4 and nitrates which fuels the algae. You may also want to invest in a PO4 reactor to help remove phosphates.

    Welcome to 3reef!
