There are two sides to every action. You make a very good point, this will drive progression. I don't think coal is going anywhere, it will get limited, but as time goes on new plants will be built up to spec and whatnot. IMO it was a poorly executed decision.
Why let them get to the point where they need to be?
Aquaculturing is one of the best things we as hobbyists have done for the reefs, so why should it not be? It would be our best argument against unnecessary bans. (Mariculturing doesn't apply because this is just taking a cut of wild coral and letting them grow in the ocean, typically).
