I do love me some neon tetras, so does the boy.

So a few ghost shrimp, a few mystery snails, 6 neon tetras, a sailfin molly, a betta, a ton of plants and a 10g?lol, damn it.

No on the Barbs. Semi aggressive and will nip at the Betas fins. Personally I'd go with a 10g. But if your set on a 5g I'd stay away from Danios period. They are a schooling fish that swim a lot. Here are my suggestions.
    Black skirt tetra
    Rummy Nose tetra
    Hatchets
    Dwarf groumi
    Cory cats
    Male Beta species only
    Molly's
    Swordtails
Just to name a few :)

+1 on the barbs being fin nippers. You may want to consider cardinal tetras instead of neon tetras. They look similar and don't get neon tetra disease.

I gave my danios to my sister because she loved them and I hated them. They are nuts and eat all the food before the other fish get a chance.

Betta are slow fish and will not do well with fast fish as they will most likely not get enough food.

ok lets keep this under $100, as that's the cost of the next DD wrasse i'm gonna buy and can't spend more for this than that. And i have most the equipment for a up to 10g. I can prob get a 10g in under that. So we have
    the sail fin
    betta
    a school of cardinal tetras
    a molly
    some ghost shrimp
    some mystery snails

    ?????
