I started the tank 5 weeks ago and i put about 1oz of brine shrimp in the tank and let them rot and about a week later the water smelled so bad but now the water is clean and dose not smell and filter has a really thick slime on the cartridge anyways i tested the water and it has 0 ammonia and 50 NO3 and i want to know if i can do a 90% WC and then add a fish ?

Could a have a clown and anemone ?
or a fire fish, clown,or something that would go in a 10g

A 2 gallon tank would not be able to house a clown or nem....your looking at fish like a small goby (clown goby comes to mind so does rainfordi goby)...

u can't do a water change until your nitrites read zero. You provided nitrate and ammonia, how about nitrite? And personally, I wouldn't keep any fish in 2gallons

I got a baby cleaner that im going to add but only when i feel the tank is 100% ready

Is there any fish that swims and is not a bottom dweller. My LFS has baby yellow tail damsels but i don't know if it would be ok long team. I can get one for 2.39$

    Baby cleaner what...

Damsels get big and 2 gallons is not enough for much besides a small goby. I would put a clown goby and a shrimp in a 2g tank tops.

I wouldn't do that. Damsels are PITA to catch. As stated, the only fish that I would even think about putting in there is a clown goby. The yellow and green ones are very nice IMO.
