    You should wait until after you get an ammonia spike, followed by your nitrite and nitrite spike. Once the PPMs for the nitrates and nitrites are down to under 5 ppm, you should be all set. This cycle will take anywhere from 3 weeks to 2 months (maybe longer), depending on the quality and how much liverock and livesand you have, and also depending on what other filtration and flow (power head) you are using.
    Once the water parameters have evened out after the tank has cycled, you can start to add livestock slowly. Start with the least aggressive fish first, so that they will have the best chance of being tolerant of one another. Adding too many too quickly will cause the fish to stress out and they'll be much more susceptible to disease (ich, etc...) and you'll end up paying double trying to cure them and keep up your water parameters.
