Well, from a US currency stand point, I'm not entirely sure of the cost but,
I used about half of a sheet of egg crate (a 2x4 sheet)
    Some Crazy Glue Gel
And a sharp pliers or nippers.

I Didn't take photos of the steps made but I'll try to explain it:
Measure the size rack u want to build, WxH
Cut out 3-4 squares or rectangles that size (Depending on what size tank you plan on putting it in) Be sure to leave some swimming room for fishes. These are your frames/support.

Use on of these frames along with a marker to draw a template. Using your pliers or nippers, Cut it out exactly like how you would view a flight of stairs from a side profile.
    Something like this:
    _____
    l
    l_____
    l
    l______
    l
    l

    And so on...
After you cut all support frames like this, then cut long strips of the egg crate and glue them onto the frames. These strips are essentially the steps that ur fastening onto the frames i.e. where ur frags are gonna sit.
Start in the middle so you get proper support.
Only use a very little glue when ur sticking them so that it would harden quickly.

Any other questions, feel free to ask;)

That's pretty a pretty cool frag tank. Is that just your return pump hooked up to it then your return goes back to main tank?

    Thanks;)
I have a DIY overflow in the corner of my DT and that drains into the frag tank and then, I drilled a hole and fitted a bulkhead close to the top of the frag tank and that drains into my sump via PVC.
    Pretty simple design. Works perfectly;)
