    this animal when healthy should readily place itself...yours looks painfully bleached out and stressed...the wide open gaping mouth is a tell tale sign of serious stress and is a very strong indicator of bad health (an animal that should not be purchased, unless you are very familiar and fluent with nems and are willing to take the chance to nurse it back to health)

    it is rolling around and not planting its foot because it is far to sick/weak to do so...

    what kind of lights do you have on your tank? does the animal have any food reaction at all, if you touch its tentacles with food does it try to hold it?

    you could try to feed it very very small pieces of mysis shrimp it will likely just puke it out again though...this poor fella looks almost beyond repair..

    Be careful putting that in your tank. If you don't immediately catch it when it dies.... blah.

    well it is for sure sick, wouldnt say completely dying yet, first off, turn your powerheads off, the "rolling" around is never a good thing when introducing them to a new tank, i was told to shut the power heads off till it gets settled or starts to dig in, you dont have to completely turn them off, but move them so they arent in direct flow, but if you like a challenge keep the guy, with water parameters like that you shouldnt have a problem with it!
