I read that this could be anything from a parasite to something they do normally. Just to be sure I uploaded a video. Tang does it 24 seconds in.

a little scratching can be common in Tangs as a normal behavior but it also can be an omen of ich. When I had my hippo it would scratch from time to time but never developed any disease.

Stress will cause ich so if the Hippo is happy, it may just be normal. How big is the tank? Are there any other fish in the tank (other than the 2nd hippo)? If you just got the hippo it may have been stressed form acclimation and getting used to its new surroundings. Just keep an eye on it.
