Algae, skimmer – am I on the right track?

    I have a 29g reef, recently started (3 months). I have been fighting green hair algae, and not losing the battle, but not quite winning either. I suspect the problem originated with what I feel was some really junky live rock that went in initially.
    The tank specs are;

    29g + 10g sump, overflow, only/always RO/DI.
    rio 2100 return pump, listed as 692ph, less than 3ft return lift, so I’d guess in the 15+ cycles per hour range.
    Inside 2 X aquaclear 301, both with rotating deflectors on them.
    2 X 24w T5 Actinic, 2X 24w T5 10kk
    current fission power skimmer in sump, rated for 110g.
    Relatively small clean up crew, 2 small fish. 8 Small nano size corals (shrooms, polyps).

    Phosphates are barely detectable, if at all. Everything else is also in ‘recommended’ ranges.
    The skimmer is a PIA. I would need to (should but don’t) adjust it 3 times a day to keep it producing well. I am thinking of replacing the skimmer, but wanted to verify everything else was reasonable before spending the $$ on the skimmer. There is a sock on the overflow return in the sump, and it gets dirty fairly quickly – in a week or so. I can’t remember for sure but I think in tanks I did a while back the sock may have been blamed for encouraging algae and I think I ran without one. Problem is in this small sump I get uncontrollable small bubbles returning to the main tank. What is the current ‘thoughts’ on that? Or is it more and likely the skimmer and I should go ahead and replace it?

    I would replace that skimmer if you have to adjust it everyday once your skimmer is "dialed in" it should just run and work that is what I think anyway. If you are that suspect of that LR I would remove the suspect pieces and re-cure them to kill off all algae spores because if you are just constantly ripping it off and scraping it off it is still going to always grow back the spores are in the rock and you should kill them once and for all and be done with it . Get yourself a goo clean up crew I think a lot of people underestimate the importance of good snails and hermits ( in a good number ) and even urchins could be really helpful especially when dealing with algae.

    I've had bad results with too big of a clean up crew before. They run out of things to eat and die, making things as bad if not worse.
    The problem is too much nutrient in the water. I don't over feed, so its got to be just a really long die off on the rock. I am talking about all of my rock - so I could just leave the lights off in the tank and get the same results.
    Anyhow I ordered a EV-120, I hope it does 'dial in'. Depending on the bubbles in the main tank, I may get rid of the overflow sock as well, or at least go to a coarser mesh.
