My tank is 60" long, 25" high, 18.5" wide...

If I have 2 250w HQI fixtures, 2 fixtures which can hold two 40w 24" T12 bulbs each (actinic, 50/50, whatever), and then another 2 fixtures which can hold 1 40w 24" T12 bulb each would that be enough light?

I'm looking to make a reef tank w/ a pretty good variety of coral/anemone.

That would be a good selection of lighting. What kind of corals are you planning on keeping.
