Ok, so I have 3 25 gallon tanks laying around. The first question is that I really want a box fish, is a 20 inch long tank big enough for one (it would be the only fish because of the possible toxins). I researched and it said they grow up to 4 inches. The second question if the first is possible, is; I want to have so LR in there and my store has pc lights for sale (around 30 watts I believe) for cheap. They are however about 12 inches or so. Would it be possible to run this if the LR is only placed directly under the light. I was trying to stick some sort of polyp or shrooms in there (it said boxfish are kind of reef safe so I would just have to find something it wouldn't want to eat and that would like a low flow, because apparently boxfish are like seahorses with eating habits) I also want to take on this tank because I want to work with plumbing a tank for when I eventually upgrade to a larger tank, so I would drill this tank and put an overflow in it that connected to another 25 gallon underneath for some sort of sump/ref.

    Thanks for the help

From my understanding your tanks are far too small for these fish, they grow way too large. You could potentially try trading them in as they grow but since they are potentially so poisonous when stressed, and moving stresses them out I don't think these are good fish to try doing that with.

I think there are other cool fish that would work better in such a small tank, check out some of the frogfish species or something like that maybe?

Your idea about the lights is fine IMO just realize that you will be limited pretty much to only low light coral like zoas or some mushrooms.
