At what point after setting everything up with base rock and sand should I wait before adding some of the cleanup crew?

Do I still wait for the ammonia and nitrite spike, or is it safe to add these guys as long as you feed them?

    Thanks.

I would add them 1st - before any fish of corals etc
but after the ammonia and Nitrite have spiked and dropped back to 0

The nitrogen cycle can kill inverts as well. After the complete cycle and often suggested when adequate food is available to support your crew.

+1 to all of the above. once you hit the back side of the nitrate portion of the cycle & your algae bloom sets in you can start to think about adding them. It will start the internal life cycle of your tank. nitrates feed algae, algae feeds CuC.
