You're still underbudget, better than overbudget. You could buy 2 setups for that budget.

I would personally do only inverts, just to try something new. Clown gobies will rip the skin off of SPS so it really is one or the other. I would either do some porcelain and acro crabs and sexy shrimp (maybe?) or 2-3 panda gobies. Court Jester gobies OR a Trimma goby would work.

Hmm....you have to remember this tank is about a little more than a dollar bill wide, so stocked with coral, not much room for inverts. I think pompoms like to move around too much, maybe try a spotted porcelain crab and bongo shrimp. Or the panda gobies or trimma gobies and the sexy shrimp (they may pick at zoas remember).
It would be cool to keep a pair of these, unlike the regular harlequins they don't need starfish:

What about doing some rics near the bottom of the tank with a group of Perclimes anemone shrimp as a species tank?

thanks alot haloist! this makes me want to do a fluval even more. i just love the way they look. also i see how they life is concentrated more in the middle as the light doesnt reach the edges very well. are those just normal par30 bulbs?
