    My thoughts exactally. You need some more live rock from the looks of it and you should think about a skimmer soon. It looks like you are also having a diatom bloom. this all looks like part of the cycling process as the tank is a month old. Your chemestry is off so with that many here are probally right with precipitation or it could be an inaccuret test and be amonia as this also clouds the tank if in higher numbers.

    i would take the mandarin back to your store till everything is settled and you have a little more time under your belt, the last thing im sure you want is a poor little dead fish? my tank when i first set it up stayed cloudy like yours for over 3 weeks, give it time without any live stock, and read read read...
