personally I'd only use a cup of the old sand and trash the rest. Use all new sand in the new tank. The amount of nutrients stored in your current sand, once stirred up will cause a massive spike and likely kill everything (this is coming from experience).

Yeah, I would definitely just buy some new sand and reseed it. It's a good time anyways, and it is a lot easier than trying to dig out the old sand. That usually has to be the last thing out, and you really want it to be the first thing in a New tank. Seed some new sand with your seasoned stuff and you'll be fine. The rock will keep your filtration process going and avoid any sort of spike. When you transfer your rock, keep it wet.

well here is my plan on transfering:
    1)make saltwater 24hrs before transfering.
2)remove water in a huge bucket where i will place my rocks and corals temperarily.
3)remove all the sand in one bucket with water with scraping all the featherdusters and coralline algae on the tank walls.
4)fix and plumb the main tank and sump also add equipments.
5)add the new saltwater in the main tank.
    6) add toadstool algae and some rocks from display into sump with old water.
7)add old sand and old rock along with new dead sand and new dead rock.
    8) add corals and fish
    9) add lights
    10) connect everything and start.
    11) check wether everything is working properly or no.

    is that correct now?

Can you set up new tank without breaking down old one?
It might make this easier. you could add sand and water. set up the sump. then do the rest. wouldn't have to rush and could do things slow.
