Nope, not controllable. Only the 6055 and 6095 nanostreams are.

For aquariums from 40 to 200 litres (11 to 53 USgal.)

    Flow rate: 2,500 l/h (660 US gal./h)

    Energy consumption: 6W

    Voltage / frequency: 230V/50Hz (115V/60Hz)

    Cable length: 2 m (78.7 in.)

Dimensions: diam. 70 mm (2.7 in.)

    outlet: diam. 40/15 mm (1.5 / .59 in.)

I personaly thing if u put a pump with 650 gph in a 15 your just going to have a giant sand storm jmo

I would suggest a couple smaller ph's, one large one can be hard to control. Two smaller ones will make it easier to eliminate any dead spots and still allow for areas of high and low flow for different corals.

What do you keep again? I thought you had a soft coral dominated tank? Usually something like 15-20x soft coral. 15-30 soft/LPS, 30-50 for mixed reefs. 50-100x for SPS only. etc...
