If it is brownish and powdery its Diatoms, if it is Cyno then yes increased flow and reducing nutrients will help.

I just did a significant water change this weekend (33%), added new rock and coral and had what appears to be a significant cyano outbreak on my sand and some rock. I just tested the water, Nitrates at 2.5ppm and phosphates are 0ppm. How can the cyano be growing so quickly?
