    Electricity always has to find a ground, and will take the shortest route. The shortest route, when presented with the options of "Through the tank glass and stand", or "through a human body and a bit of flooring", is likely to take the flooring - especially if the flooring happens to have anything in, on or near it, like metal water pipes.
