    My skunk cleaner shrimp is upside down flailing his legs, I changed my filter setup and the tank got cloudy, now I have someone holding him upright, but he is no better, please advise.

    Changed filter setup.. Cloudy water... Sounds like you took away where the bacteria was at so your tank basically cycled.
