If you add the fresh salt water to your aquarium with the salt not yet FULLY dissolved to your tank will it have any effects on the fish ?

It probably depends, there is potentially a pH fluctuation that will happen that could annoy some types of fish, some fish are more sensitive to water quality than others. It also could affect the salinity since all of the salt isn't dissolved. How large of a water change was it? If it was 10% or less I wouldn't worry about it too much although I wouldn't make it a habit.

It's not good for them. It hurts their gills and messes with their slime coat.

It will cause many corals to slime up depending on how much salt was undissolved.
