The trouble with "cleaner" shrimp is that they tend to "insist' on cleaning their tankmates, and often won't take "NO" for an answer. As a result, this tends to stress SH out to the point of them going off their feed or opening them up to infection.

Peps are really your best bet.

alot of cleaner shrimp are said to not be a threat to your fish, but they are oppertunistic feeders and with a tank full of really slow swimming seahorses it just may be too tempting to take one down. in my old 29 gallon tall seahorse tank i had 2 pep shrimp and i woke up one morning and all my seahorses were eaten.... or being eaten. i would suggest getting shrimp that are much much smaller than the seahorses.

Cleaner shrimp can be quite aggressive going after food intended for sea horses, even in the upper water column of the aquarium. I'm not sure I would recommend them with sea horses.

I have two cleaner shrimp in my 50 gallon, I don't find they harass the fish for cleanings very often but I'm sure that behaviour varies.

For what it's worth, my with has a fire shrimp and some peps with her seahorses. The fire shrimp is a model citizen, but the peppermints I'm going to trap any day now; they're very agressive in pursuit of food.
