Where do you have your return and powerhead pointed?

I dont know what you mean return, but its a 30gal tank and the filter sits on the back left, and the powerhead is on the front right, kinda pointed towards the front of the tank so the bubbles spread out across the front

Did you rinse the sand before putting it in the tank?

Aim the powerhead so it runs along the length of the tank. Make sure the filter out flow falls on rock not sand.

And I dont have rocks yet. I ordered them a week ago but they still havnt arrived. so that might be part of the problem

Leave the filter and PH on and the sand will settle eventually, unless the PH is too strong for the tank.
