Sand or water first?

    Exactly.

    If you add sand first, pour the water over the rocks or in a dish.

    If you fill with water first, use a bowl or plastic container to lower the sand to the bottom, or pour it through a PVC pipe with the end near the bottom.

    Either way will work equally well at preventing a sandstorm.
