I am going to use a Glass-Holes 1500GPH overflow on my 75 gallon tank. It has 1.5" outlets.

I am wondering what would be the best way to plumb the unit? Wye the outlets and them split the line between my sump and refugium, or plumb an outlet to each sump.

Also would reducing the flow create any issues (sound, flooding, etc)? The flow is far greater than my intended usage. I am looking to run about 5x the DT through the sump and 3x through the refugium.

can't really help with the plumbing question, but as far as flow, the 1500gph is only what the overflow CAN do. The actual flow through it will be determined by the flow of the pump. ie..if your return pump only flows 1000gph, then that's all that will drain as well. So you drain as fast as you pump back.

If you try choking down on the flow TO the sump from your overflow (aka drain plumbing) then you risk getting a flood. Keep your drain plumbing wide open, and regulate the flow with the return pump.

The only way you risk a flood is when your return pump is pumping back more than the overflow can handle, which in your case is 1500gph.

    hope that helps some
