if you have a wet/dry filter.. clean your sump, filters, bioballs out good in clean saltwater.. you could also add a bag of de-nitrate into your filtering system.. worked for me.. test your tap water for nitrate levels also..

First I would take some water to your LFS to ensure the test kit is not bad. If your actually through the roof on your Nitrates I would just increase the frequency of your water changes.

Allow some time for the skimmer to break in. If it is not producing bubbles at all, I would take it apart and clean everything

+1 wondering what is the size of your tank? With 15 fish, some of which grow quite large (eg. foxface), I would expect a tank of no less than 150 gallons (minimum). If your tank is appreciably smaller than this, the source of your problem is almost definitely over-stocking. If that is the case, I would respectfully consider either upgrading your tank or getting a second tank, or giving away some of the fish. Just my 2 cents.

I also find that a phosban reactor with carbon and/or seachem purigen helps reduce nitrates very nicely.
