I dont think you will be able to find a tank like that for that cheap, this is the closest one here but even with that tank you will need to buy rock and sand. If this is your first tank then don't get the one I recommended, smaller tanks are much harder to take care of and keep stable then larger ones. If were you I would wait till you had a larger budget and buy a larger tank like a 55g

The one I posted is probaly the cheapest but with just the basics it will probaly be $200+ and if this is your first tank, wait and get a bigger one. Small tanks are very hard to keep stable.

    Saltwater or freshwater?

For freshwater, you might be able to get a 20-30 gallon tank/lights/filter/aquascape/fish for $150, especially if you shop around on craigslist.

For saltwater, you need to do some more research into the hobby. I just started my tank build, a 90 gallon reef (someday), and after getting the tank/stand/rock from Craigslist, I'm in well over ten times what you're wanting to spend after all the additional stuff.

For example, salt mix alone will cost you about $20 for a 50 gallon bag. Test kits to monitor your water quality (essential in SW) can run $50-80 for the basics. Something as simple as lighting will cost you a minimum of $150.

I dont quote these to discourage you, just realize the amount of effort, time, and cost to get involved.

Highly recommend Craigslist. If you do your research and know what you're looking for, you can save a TON of money buying used.

Agreed, if that is your budget and you don't want to wait and get a larger tank then get freshwater. There are a lot of cool freshwater fish, look around at Aquarium Fish: Tropical Freshwater Fish and Saltwater Fish for Home Aquariums at some tetras and dwarf cichlids. Here are some cool fish that could live in a 30g
12 cardinal tetras, this is what they look like here and these fish will swim in a large school
a pair of german blue rams, this is what they look like here and you could get any of those color variants.
3 botia loaches, this is what they look like here they will also loosely school with each other.

The tetras will swim all throughout the tank while the rams will stay in the mid section of the tank and the loaches will stay at the bottom.
