Id drill holes in the side of the two 10 gallons, use bulkheads and conect them with PVC to maintain an equal water level in the two tanks. have your drain from the display go to the fuge tank, that will flow into the sump or equipment tank. personally im not a fan of bioballs so id get rid of them, and just keep my protein skimmer and return pump in the sump/equipment side. ~5" dsb in the fuge, the LR you have and some macro algae.

If I were using two tanks below the DT I would go with one as a sump and one as a fuge. I would use a T off the downspout with the water split between the sump and fuge. You can put the carbon and skimmer in the sump. Leave the fuge as just a fuge with the water overflowing back into the sump.

There are some really great build threads on this site that describe this setup including drilling the fuge and elivating it a bit so the water was gravity fed back to the sump without having to worry about a syphon breaking.
