If it's a glue fitting with a very slow drip, I use super glue. Works every time for me.

How much water is there in your overflow? If there isn't much, and you don't do anything about this, that leak will get worse with more water pressure. Super glue would do the trick, but what tube are your working with, PCV or Acrylic? If you're using an acrylic connection then I'd get a tube bracket that goes around it, like for washer machine waste water hookups and such. Tighten one of those on the tube/bulk head and you should be good with super glue. If PCV, then you probably didn't use PCV cement, in which case, you should stop the overflow and do that.

is the bulkhead high up? if so drain the tank down below the bulkhead, lossen, apply silicon, and do a waterchange? just an idea.

the bulkhead is tightened all the way . its where the end of the bulkhead and tube meets . its not pvc pipes . its a plastic tube .

Make sure there is no sand under the gasket that screws in. Sand will prevent a tight fit and will make it drip.

After looking at that picture, woops, nevermind. Usually that stuff has solid ends for aquarium use. Maybe a stainless hose clamp. Honestly, I would only use PVC or spa flex, though.
