It could be the reflection of the eyeball off the lights, if it was popeye the eye would look cloudy

my clown and coral beauty seems normal dark eyes, but this guy has shiny eye every angle. Could it be just this type of fishes eye reflects more light then others?

It's actually normal for some fish...it's a sign of health(In my experience) some fish (like my hawaiian leaffish, red scooter blenny and bearded ghoul) just have shiny eyes

There is a membrane being the eye that reflects light. The light will reflect different colors and intensity from species to species.

Its a very pretty speciman you have. When their eyes get cloudy it literally looks like someone painted over the eyes with white paint (or diluted white paint. :) Hope you have many years with your new addition.
