I just went to do my water change,i use a 10g setup just for made up saltwater,i also keep the hood on to keep dust, salt creep and stuff like that down,it's a cheap hood with 2 spiral cp screw in bulbs, anyway when i took the lid off i found a bulb floating around the tank(i don't even plug the light in)but it's not broke, just seems like it wasn't screwed in all the way and fell out, should i dump the water and make a new batch?Could anything have leeched from the metal base of the bulb?Copper, etc?Or will it be fine?

I think something could have leached, through it out would be my advise.

Agreed ^^ You never know what may have leached and is deffinantly not worth the risk.
