i will set up the external filter, heater, skimmer, powerheads, lights,

then i will fill the tank with conditioned tap water, then add the salt.
i will mix it in then run the powerheads for about 24hrs.i will then test the salt and check the temp.
    if all ok
i will add the live rock then leave it another 24hrs then add the live sand.

i will only be using tap water to fill the tank at the start.on the water changes i will always be using ro water.

but as i will be doing a water change using ro water when it has cycled and before i add the fish , will all this be ok for me to do??????

    thanks

I would use RO/DI to start the tank as well...you will have worse algae blooms using tap...also powerheads will probably not be strong enough to mix the salt with the water...and you need to consider getting a protein skimmer too :) Welcome to the hobby! Its addicting..lol

IME there are a few potential problems with what your considering doing

1 - using tap water at any stage is risky, unless you request a water test report from your local water board , water fit for human consumption and fit for corals and fish to live in are not always the same (some places have good water, others dont
there could be all sorts of things in there that will give you issues in the future, Silicates, Nitrates, phosphates, and loads of other things I dont know the names of

2 - running lights on a new tank set up with live rock and tapwater are a trio of potential menaces - the live rock could have any number of algae species living on it, the cycle will give high nutrients for these algaes , and the lighting will encourage them to grow
eliminate at least 2 of the 3 by using RODI water at set up, and if you are using live rock, run the tank without lights until the cycle period is over ( after all with no fish or corals in there, there is no need to light it up)

the above are just my opinions based on my experience of doing it all wrong on previous set ups
