    I can agree that head can be stated as resistance to flow, but it is expressed in area. Cutoff head is 18' with 1" pipe or 1/2" pipe. 18' is the tallest column of water that particular pump can support. It's max output pressure is ~7 pounds per square inch and to make it simple they express that in "feet of water".

    Making the pipe smaller will reduce resistance expressed as head like is commonly done, but it will not increase cuttoff head.
