Pacific blue, or regal tangs are prone to ick, its pretty common from the get go for these fish.

The water params probably trying to catch up with a new high bioload fish. as for the fish. If you get a chance, if it is having issues, get a garlic extract liquid to soak seaweed in for the fish. It will help their appetite. Also if you can try soaking it in a vitamin and vitamin c formula as well. This will strengthen the fishes immune system. Vitamin C for future referance also helps clear HLLE. And works wonders on helping a fish's fins recover.

Did you quarantine the new fish before adding them to the tank?

it won't get rid of the ick. Once the ick is in your tank, it is tough to completely remove without removing all of your fish or treating with copper in the tank. unfortunately copper will kill your inverts. in my opinion, what you want to do is work towards better water conditions so that the fish aren't stressed. then they can build immunities to the ich. unfortunately the ich will still be there but the fish won't show signs.

IMHO u must treat the ick in a separate Q tank with copper and let the DT run fishless for 60 days to overcome the cycle of the parasite , otherwise it will keep coming back.
