well i bought oceanic biocube 29 gallon for an upgrade. Now whats my next step? Can my tank go through cycle process with 20lb live sand and 15lb live rock? If not what can i do for now? Do i just leave it alone untill i can get more live sand and rock?

You can cycle it with any amount. However, be prepared for another cycle when you add the rest. How big of a cycle? Depends on how much you add at once. If you only add a little at a time, spread out over a month, then your cycle will be minimized.

how many lb of live sand and rock would i need for 29 gallon

IIRC most are saying 2Lbs per Gallon for a reef, so roughly 60. But really, it all depends on you and the rock. Some rock is really dense and doesn't take up much space. Then you have the good stuff, that is huge, but is so porous it weighs nothing. Keep adding until you feel you have enough. Keep in mind that you can add base or dead rock as well. Much cheaper and no cycle.
