I've got my puffer in a 20g Tall, i just ordered 20lbs of base rock so that will eventually be some fiteration.

Is there something small and inexpensive that will work on the tank, or would the 5 gall water change once a week be good enough?

Why don't you use a cheap HOB? I'm currently using a Bio-Wheel for my 20L puffer tank, and a even cheaper Wal-Mart HOB for my 12G reef.

That's probably what I would do as well, cheap HOB. It will be good for when you add the rock too, you'll want some good filtration on it. Even dry rock can have organic junk encrusted onto it and inside of it. Unless you're going to cure it in a separate vat/tank for a while of course.

its going to go straight into his tank once i get it, although ill probably rinse off the rock with a hose outside to make sure dirt and gunk gets off, ill try to make srue i save a little piece or two for the hob filter, i have to go to petco tomorrow anyways for crickets so you think if i put a little sand and a tiny piece of rock in the hob skimmer that would work? i really dont want to have to buy the filter pads ifi dont need to

I would consider a decent HOB filter. A Hagen Aquaclear50 would be perfect, they are well build and are durable. Almost nothing stops those things from workin' properly ;D
