I've got a green, crusty looking substance growing on my sand in one half of my tank. It can literally be peeled. Unfortunately, it comes back after a day or two. Anyone have an idea of what this might be and what is causing it?

I don't have any pics handy but I'll post some this weekend. It is dark green in color if that helps.

cyanobacteria it looks like to me

It'll be almost like a thick membrane. It will normally go away on its own in up to four weeks or so. You may consider stirring it if you wish. Cyano also doesn't seem to like a high current so if you have corals, keep some flow over them to prevent cyano growth on em'.
