Do you have a top on your tank? Regardless, if you have an air pump and an air stone, it wouldn't hurt to pump some air into the tank.

So my clown isn't going to make it, he is swimming upside down and on his side towards the bottom of the tank . He was one of my favorite fish, but the tang has pulled through and is doing just fine. Should I leave the clown in the tank until he makes his final leap to fishy heaven?

There has to be something else at play then. I can't believe that a Clown (especially a Tomato Clown) would get so stressed from a low O2 event that he would continue to decline after additional oxygen was added to the tank.

Leave him in until he goes, though, unless other fish are picking on him. I've had fish pull through when I thought for sure they were gonners.

One more thing... if your Tomato Clown goes I would think twice about getting another. They can get exceedingly aggressive as they mature and can become problems.

Ok thanks, and I have literally thought of everything possible its not water parameters its not any type of chemical warfare and O2 was a possibility but I have had an air stone going in the tank since you gave me the advice. But no other fish are bothering him so I hope and pray he pulls through. The thing that is surprising to me is that the tang pulled through no problem and it was only those 2 that have had problems.

It is a dry heat, yeah right !
At this point it will make no difference if your remove him, at least he is not as stressed as he would be getting moved.

There are no physical signs and symptoms of disease besides the respiratory one?

No white spots, mucous coatings....... frayed fins.....?
