Where is it placed and what is your lighting source to include watts. Generically should be placed middle to lower portion of tank including sand.

Favia can be anywhere from ultra high lighting (goniastrea) to very low lighting (favia), and heavy flow to near 0 flow. So, try mid-low in the tank, with moderate flow, and see how it does.

It was on the bottom then middle now I moved it closer to top. I've had it about 3 months.

    I have 4 54 watt bulbs 2 actinic + and 2 10k

When I fist got it it had it's streamers out every night, now nothing. I don't know how to target feed and it just seems generally unhappy

You target feed by sucking up mysis or whatever in a turkey baster and basically placing food on those tentacles. Favia won't always require feedings, TBH.

Why do you think it's unhappy? Because of no feeders?

Move it back to mid-low placement and medium flow. They will not always have their feeding tentacles out every night. Please list your nitrate, phosphate, calcium, alkalinity and magnesium numbers as these might be the problem.
